Management Consulting - WSDOT Mega-Projects (2001-Present) John Reilly has been providing high-level consulting to the Washington State Department of Transportation (WSDOT) since 2001, including initial options for the replacement of the Alaskan Way Viaduct and Seawall along Seattle's waterfront and replacement of the SR520 Floating Bridge across Lake Washington. Because the Viaduct was damaged in the Nisqually earthquake, replacement of the structure is urgent. Services included development of above ground and underground options considering integration of Urban Design for the city of Seattle. Presentations were made to the City, State Transportation Commission and the Seattle-WSDOT Leadership Advisory Group. After the initial Viaduct work in 2001, John was asked to provide Management, Technical Consulting, Team Alignment and other services to WSDOT for Mega Project Management, Cost Estimate Validation, Risk Analysis and the evaluation of new alignments and options for future Seattle Transportation Tunnels, working with David Dye of the Urban Corridors Office. The initial contract ran until the end of 2004 and a new contract will extend this thru 2008. See other news items for details of management assistance tasks. The Cost Estimate Validation Process (CEVP) was developed by a team in February 2002 which included John, Michael McBride and, key WSDOT Managers David Dye and Cliff Mansfield. The process, or a simpler version, is a standard application for WSDOT Projects. The process is innovative and, although it is still considered under development, significant results have been obtained leading to better cost understanding, improved management and specific mitigation of risk. The process, or an equivalent, is now required by the U.S. Federal Highway Administration. The process has been applied by other agencies in the U.S. Canada, Europe and Asia.
